Description

GeneXus Consulting collaborated with the Ministry of Livestock, Agriculture, and Fisheries (MGAP) of Uruguay in the development of Digital Livestock Ownership and Transit Guides. 

Need

The MGAP identified the need to modernize the issuance and management process of livestock ownership and transit guides, which is currently done on paper. This traditional process was laborious, involved the use of multiple copies and stamps, and presented several logistical and legal challenges. Additionally, agricultural producers demanded a more efficient and accessible solution.

This project is a key component in the ministry’s digital transformation, facilitating the management and control of livestock trade and transportation through an innovative digital platform.

Solution

GeneXus Consulting developed a digital platform that allows for the issuance, transmission, and authorization of livestock ownership and transit guides in a fully digital manner. The system includes features such as:

  • Digital Authentication: Use of the Gub.uy user to ensure user identity.
  • Guide Purchase and Management: Producers can purchase and manage digital guides through a responsive web interface with payment gateway integration.
  • Digital Signature: Validation of guides using an authentication token, eliminating the need for police stamps. Additionally, a digital signature is implemented so that once completed, the guide is officially signed by the MGAP.
  • Notifications and Transparency: Automatic notifications to transporters and involved parties via WhatsApp.
  • Security and Legality: Compliance with law 20075, ensuring that digital guides have the same validity as paper guides.
  • Bot: Development of a WhatsApp Bot used by transporters for the notification of livestock loading and unloading.

Result

The launch of the pilot plan for Digital Livestock Ownership and Transit Guides has had a significant impact:

  • Participation and Adoption: More than 300 producers signed up to participate in the pilot plan, demonstrating strong interest and acceptance of the new technology.
  • Efficiency and Time Savings: The digitization of the process has significantly reduced the time and resources needed for the issuance and management of guides.
  • Transparency and Control: Improvement in the transparency and control of livestock movement, facilitating access to information for all involved parties.
  • Sustainability: Reduction in paper usage and simplification of administrative procedures.
